Rural Health Clinic/Federally Qualified Health Center Basic Training

Training Description

The RHC/FQHC Basic Training is intended to establish surveyor knowledge of the Medicare Conditions for Certification/Conditions for Coverage (CfCs) as they apply to RHCs and FQHCs. These facilities are required to comply with certain Federal regulations to be eligible for funding under Medicare or Medicaid. This training intends to develop proficiency for surveyors of varying experience—as well as non-surveying personnel responsible for reviewing surveys—in the regulations and processes that concern RHC/FQHC facilities.

Training Objectives: On completion of this training, you will be able to:

  • Define RHC, locate statutory provisions and regulatory requirements, and identify the basic program requirements for Medicare approval.
  • Identify the procedures used to plan and conduct an RHC survey.
  • Identify the CfCs that RHCs must meet to qualify for reimbursement under Medicare and their associated survey procedures.
  • Recall the origin, purpose, and Medicare definition of the FQHC program, identify FQHC program requirements and enrollment processes, and identify the procedures used to conduct an FQHC complaint investigation.
  • Identify the basic requirements of the RHC survey and certification process, identify the extent and severity of an RHC’s noncompliance with the CfCs, and recall the components of an acceptable Plan of Correction.


Training Duration: 25 hours

Completion Requirements: This self-paced RHC/FQHC Basic Training includes a mandatory pretest, 5 learning modules, a mandatory posttest, and a CMS-approved training evaluation. Both the posttest and the evaluation must be completed to generate a certificate of completion. To pass the RHC/FQHC Basic Training, you must score a minimum of 80% on the course posttest.
