Training Information

Training Name

Fire Safety Evaluation System (FSES) for Residential Board and Care Occupancies (RBCO) Online Training (FSES_RBCO)

Activity Code

0CMSFSESRBCO_ONL

Training Description

This FSES-RBCO training is intended to establish surveyor knowledge of the FSES process as it pertains to residential board and care occupancies (RBCO). This training focuses on the FSES as an alternative survey approach for residential board and care facilities that cannot prescriptively comply with the requirements of the Life Safety Code (LSC). The FSES is an approach that allows facilities to demonstrate equivalent safety measures to the LSC minimum requirements, without meeting all LSC requirements directly. As Medicare CoPs require compliance with the LSC, this training builds on previous trainings concerning the LSC as it applies to residential board and care facilities.

Training Objectives: On completion of this training, you will be able to identify:

  • RBCO requirements for the FSES.
  • Components of National Fire Protection Association (NFPA) 101, Life Safety Code to apply to RBCO.
  • Components of NFPA 101A, Alternative Approaches to Life Safety, to assess RBCO equivalency with 2012 LSC.

Training Duration: 24 hours

Completion Requirements: This self-paced FSES-RBCO Training includes a mandatory pretest, four learning modules, a mandatory posttest, and a CMS-approved training evaluation. Both the posttest and the evaluation must be completed to generate a certificate of completion to earn training CEUs. To pass the FSES-RBCO Training, you must score a minimum of 80% on the training posttest.

Email for Questions: The training is available on-demand online, 24 hours a day, 7 days a week. For all technical issues and those requiring an urgent response, such as accessing the training, email helpdesk@qsep.org; for all content-related questions, email QSOG_LifeSafetyCode@cms.hhs.gov.
