Training Description

This EMTALA Basic Training is intended to establish and develop your knowledge to survey facilities providing medical screening examinations (MSEs). To be eligible for funding from CMS, such facilities must comply with the EMTALA, which lists requirements unique to hospital emergency departments and other facilities providing MSEs and emergency care. This training intends to instruct surveyors in the various aspects of EMTALA, MSEs, and how to appropriately survey emergency care facilities to verify compliance with EMTALA regulations.

Training Objectives: On completion of this training, you will be able to:

  • Identify basic EMTALA requirements.
  • Identify the purpose of an EMTALA survey.
  • Identify examples of how an EMTALA survey differs from other Non-Long Term Care (NLTC) surveys.
  • Determine the correct process for conducting an EMTALA survey.
  • Differentiate between regulatory requirements.
  • Determine the steps to complete prior to reviewing the regulations.
  • Identify the appropriate regulation corresponding to a given complaint.
  • Determine an appropriate investigation approach.


Training Duration: 23.5 hours

Completion Requirements: This self-paced EMTALA Basic Training includes a mandatory pretest, five learning modules, a mandatory posttest, and a CMS-approved training evaluation. Both the posttest and the evaluation must be completed to generate a certificate of completion to earn training CEUs. To pass the EMTALA Basic Training, you must score a minimum of 80% on the training posttest.
