Severity reflects:

Severity of deficiency
Level of threat to residents

Scope refers to number of residents threatened

The process for determining the severity and scope of each deficiency will be taught during the Basic Life Safety Code class. In brief, severity reflects the severity of the deficiency or the level of threat to the safety of the residents, and the scope refers to the number of residents who could be affected.
