Welcome to QSEP

As leaders in the quality improvement continuum, the Quality, Safety & Oversight Group (QSOG) is improving healthcare quality by providing over 8,400 state and federal surveyors across the country, with the knowledge and skills required to make decisions that ensure health and safety for all Americans. On January 6, 2020 QSOG launched the Quality, Safety & Education Portal (QSEP), which is a new and dynamic training platform providing self-service, mobile-friendly, on-demand training to users at any time, on any device.

Full access to QSEP requires an account with the HCQIS Access Roles and Profile (HARP) system. HARP is required by a Federal mandate to log into QSEP and other CMS-hosted systems. You can create a HARP account here. If you do not create a HARP account, you can launch courses from the Training Catalog as a public user, but you will not be certified, and you will not be able to access your training record. Be aware that personally identifiable information (name, address, telephone number, social security number, credit information, and date of birth) will be used to establish your HARP account.

Once a HARP account is created, a user must be assigned a role in QSEP. New role requests will be approved by a Security Official. Additional information about the Security Official role can be located via the CMS YouTube channel.

Select "Help" to access role based user training video.

Questions regarding QSEP user training should be submitted to helpdesk@QSEP.org.
